​​​​​​​​​​​​​​​​​​Mental Health Services Act County Program Reviews

​The Department of Health Care Services (DHCS) conducts triennial oversight reviews of each county’s compliance with the Mental Health Services Act (MHSA) and state regulations, as well as the Performance Contract. DHCS works closely with each county to ensure compliance and to identify opportunities for improvement. Using a collaborative and educational approach, DHCS provides guidance and technical assistance if it determines that the county is out of compliance. At the conclusion of the review, DHCS identifies strength-based practices and provides feedback on areas of noncompliance. DHCS provides the county with a written Performance Contract Review Report which includes a description of each finding, suggested improvements, a description of any corrective action(s) needed, and timeframes required for the county to come into compliance.

 
Counties are required to submit a Plan of Correction (POC) to DHCS within 60 days of the county’s receipt of the Performance Contract Review Report for all items found out of compliance. If an urgent issue is identified, it is addressed immediately. County POC’s will be posted as they are received by DHCS
