DEPARTMENT OF HEALTH CARE SERVICES

Transforming our Behavioral Health Services

On September 14, the California State Legislature passed two key bills (Senate Bill 326 and Assembly Bill 531) to transform the state’s behavioral health care system and better address today’s needs. The bills dedicate billions of dollars to new behavioral health housing, create new accountability and transparency, and provide much needed funding for key behavioral health infrastructure and workforce across the state.

2023-24 Budget Act

DHCS’ FY 2023-24 budget totals $156 billion to provide Californians with equitable access to affordable, integrated, high-quality health care, including medical, dental, mental health, substance use treatment services; and long-term care. It includes the renewal of the managed care organization tax and resources to support Medi-Cal provider rate increases, and addresses gaps in the behavioral health continuum of care.
