These proposed State Plan Amendments (SPAs) would change statewide methods and standards for Medicaid payment rates. All of these SPAs require a Public Notice prior to submission to CMS. All 2023 Public Notice announcements will be published on this webpage when they are available. Once these SPAs are submitted to or approved by CMS they are also posted in the pending or approved SPAs pages. For any questions ​or concerns, please contact PublicInput@dhcs.ca.gov.

  • 23-0001​ Proposes to ​update the Current Dental Terminology (CDT) dental code set to CDT 2023. (Released December 2, 2022)
  • 23-0003 Proposes to adjust the Medi-Cal Fee-for-Service (FFS) reimbursement rates for durable medical equipment. (Released December 28, 2022)
  • 23-0004​ Proposes to adjust the Medi-Cal FFS reimbursement rates for radiology services. (Released December 28, 2022)
  • 23-0006​ and SPA Pages for Public Comment​​ Proposes to renew and modify the existing facility-specific reimbursement methodology for Freestanding Skilled Nursing Facility Level-B (FS/NF-B) and Freestanding Subacute (FSSA) facilities. (Released December 28, 2022)
  • 23-0007 Addendum Proposes supplemental payments for certain inpatient services to eligible hospitals in the Hospital Quality Assurance Fee (HQAF) Program up to the federal upper payment limit. This public notice​ addendum announces the changes in SPA number from the original SPA 22-0056 public notice and the estimated fiscal impact. (Released March 17, 2023)

  • 23-0015​ Proposes to modify the reimbursement methodology with County Behavioral Health Plans for Medi-Cal behavioral health services. (Released March 8, 2023)
