Clinic Workforce Stabilization Retention Payments
California is stabilizing and retaining the state’s health care workforce – while continuing to manage the COVID-19 pandemic – through issuing worker retention payments. These payments are the result of legislation – see Section 19 signed on September 29, 2022, by Governor Newsom. As a result, many qualified health care clinic employees will be eligible to receive a retention payment.
In order to qualify, an individual:
- Must be employed by a qualified clinic as of the date of record, December 28, 2022.
- May not be a manager or supervisor.
- Must continue to be employed by the qualified clinic through the date that it distributes the retention payments to its employees.

Registration and Application Process for Qualified Clinics

November 15, 2022 – December 28, 2022: Qualified clinics registration process
The registration period has closed. Once registered, qualified clinics will be approved to apply for retention payments on behalf of their eligible employees. If you registered, but did not receive a link to the application, please email CWSRP@dhcs.ca.gov

December 29, 2022 – January 27, 2023: Qualified clinics application process
The application period has closed. All successfully registered qualified clinics received a link to the application to the email provided upon successful registration. If you've successfully registered with DHCS but did not submit your application by the deadline of January 27, 2023, please email CWSRP@dhcs.ca.gov for further submission instructions.

April 2023: Payments issued to qualified clinics
DHCS anticipates issuing payments to qualified clinics in April 2023. Clinics receiving funding must issue payments to qualified employees within 60 days of receipt of funds.
Payment distribution dates and payment return processes will be posted in the coming weeks on this webpage, prior to the payment release date. Stay tuned!
