Clinic Workforce Stabilization Retention Payments Registration and Application Processes
Qualified clinics, including all Federally Qualified Health Centers (FQHCs), which also include Tribal FQHCs and FQHC look-alikes, free clinics, Indian health clinics, intermittent clinics, and rural health clinics (RHCs), are required to register with the Department of Health Care Services (DHCS) to participate in Clinic Workforce Stabilization Retention Payments (CWSRP). Once registered, qualified clinics will be approved to apply for retention payments on behalf of eligible employees.
Registration Process
A registration link will be available on the CWSRP webpage on November 15, 2022. While the registration deadline is December 28, 2022, qualified clinics are encouraged to complete the registration soon after it is available to minimize delays in approval.
After completing the registration submission, qualified clinics will receive an email from DHCS confirming that their registration has been accepted or that additional information is required.
The following information is required on the registration form:
- Contact name (first and last)
- Contact email address and phone number
- Facility name or business/legal name associated with the Taxpayer Identification Number (TIN)/Federal Employer Identification Number (FEIN) (as it appears on Internal Revenue Service (IRS) form W9)
- Clinic type (FQHC, RHC, FQHC look-alike, Indian health, free clinic, Tribal FQHC)
- Payee data record entity type (e.g., corporation, partnership)
- National Provider Identification number
- TIN/FEIN
- Estimated number of qualifying personnel
Application Process
On December 29, 2022, all registered qualified clinics will receive a link to the CWSRP application, which will be used to submit qualified employee information. Applications must be submitted no later than 5 p.m. on January 27, 2023. DHCS encourages early application submission, allowing ample time for validation and error remediation prior to the final due date. DHCS anticipates issuing payments to qualified clinics in March 2023, and clinics receiving funding must issue payments to qualified employees within 60 days of receipt of funds.
To expedite the application submission process, qualified clinics are encouraged to begin gathering the following necessary information for each eligible employee:
Required Eligible Employee Information:
- Name
- Date of birth
- Last four digits of either the employee's Social Security Number issued by the Social Security Administration or Individual Taxpayer Identification Number issued by the IRS
- Current mailing address
- Professional license, certificate, or registration number, if applicable
