​Prop 56 CBAS Funding Allocation

 On June 27, 2018, California Senate Bill 856 was approved by the governor, and included appropriation of Proposition 56 tobacco tax revenue and federal funds for the provision of Medi-Cal services, including a one-time funding allocation of up to $2 million for Community-Based Adult Services (CBAS) programs. Pursuant to California SB 856, Section 44, Provision 7, this funding may be allocated to qualifying CBAS programs based on criteria that include, but are not limited to, the need for one-time funds based on operating costs in high cost areas of the state.

The California Department of Aging (CDA), in partnership with the California Department of Health Care Services (DHCS), solicited funding requests and supporting financial documentation from CBAS centers throughout the state. Forty two (42) centers responded with a total aggregate amount requested from all of $8,913,802.

 While several factors were evaluated, funds were allocated consistent with the bill's intent to provide assistance to CBAS centers operating in high cost areas of the state. DHCS/CDA identified the requesting CBAS centers located in the top ten most expensive counties to live in California. Sixteen (16) out of the 42 CBAS centers requesting funding were located in the top 10 most expensive California counties.

Notification of funding amounts, equaling a total of $2 million dollars to 16 CBAS centers and denial notifications to the remaining 26 CBAS centers, was distributed on Monday, October 1, 2018. DHCS is working to determine estimated payment dates.
