Behavioral Health Expansion Branch
The Behavioral Health Expansion Branch (BHEB) within the Community Services Division
(CSD) administers two behavioral health grant programs. The Behavioral Health
Continuum Infrastructure Program (BHCIP) and the Behavioral Health Bridge Housing
(BHBH) program.
Behavioral Health Continuum Infrastructure
Program
The Department of Health Care Services (DHCS) was authorized to establish the
Behavioral Health Continuum Infrastructure Program (BHCIP) and award competitive
grants to qualified entities to construct, acquire and rehabilitate real estate assets or to
invest in mobile crisis infrastructure to expand the community continuum of behavioral
health treatment resources. DHCS is releasing BHCIP grant funds through six rounds
that target various gaps in the state’s behavioral health facility infrastructure and meet
the growing demands for services and supports across the life span.

Behavioral Health Bridge Housing Program
The Behavioral Health Bridge Housing (BHBH) program addresses the immediate
housing and treatment needs of people experiencing unsheltered homelessness with
serious behavioral health conditions, along with the sustainability of these ongoing
supports. The BHBH program enables DHCS through our county and tribal partners to
meaningfully contribute to the implementation of the California Interagency Council on
Homelessness and will be implemented in alignment with the Community, Assistance,
Recovery and Empowerment (CARE) Court, which prioritizes BHBH resources for CARE
Court participants.
