Behavioral Health Prevention Plan

According to 42 U.S.C. § 300x-42, an application to receive Substance Abuse Prevention and Treatment Block Grant (SABG) funds must include an approved plan. Regulations require that the State’s plan must include information on the need for substance use disorder (SUD) prevention and treatment services in the State. The Center for Substance Abuse Prevention shall review and approve or disapprove the provisions of the plan that relate to prevention activities. Furthermore, per 42 U.S.C. §300x-51, the State will make its plan public within the State in such manner as to facilitate comment from any person (including any Federal or other public agency) during the development of the plan (including any revisions).

In April 2022, DHCS announced its intention to create the state’s first Behavioral Health Prevention Plan (BHPP), independent of its State plan as required by Code Section 300x-42. The BHPP will utilize concepts from the Substance Abuse and Mental Health Services Administration's (SAMHSA)​ Strategic Prevention Framework, including assessment, capacity, planning, implementation, evaluation, sustainability, and cultural competence. California applicants for federal SUD-related discretionary grants and other SAMHSA funding opportunities will be able to map onto the BHPP, as well as align with the work of the State Epidemiological Workgroup (SEW) and the Evidence-Based Practices Workgroup (EBPW), utilizing the State’s data-informed goals, objectives, outcomes measures, and evaluation criteria to inform local planning.

Listening Sessions

The BHPP Listening Sessions will provide critically important data to determine substance use and mental health issues to be addressed through the development of a statewide plan. The goal of the Listening Sessions are to:

  • Learn more about community perspective on local substance use and mental health challenges, barriers, and gaps
  • Increase understanding of local community consequences of substance use and mental illness
  • Collect feedback on prevention and early intervention approaches that would be beneficial in your community
  • To help inform identification of statewide goals and objectives to address future behavioral health challenges
