Mental Health Plan Quality Improvement Plans
The California Code of Regulations, Title 9, Section 1810.440 requires that County Mental Health Plans (MHPs) establish a Quality Management (QM) Program in accordance with the contract between the MHP and the Department of Health Care Services (DHCS). The MHP contract requires that the MHPs establish and maintain a QM Work Plan, also referred to as a Quality Improvement (QI) Work Plan.
The QI Work Plan encompasses quality improvement and evaluation activities designed to advance access to and delivery of quality specialty mental health services. The QI Work Plan addresses quality improvement goals and needs as identified as a result of triennial oversight reviews and other efforts to identify compliance issues.
MHPs are required to annually evaluate their QI Work Plans and update them as determined necessary. The annual evaluation requires active involvement by MHP staff, providers, beneficiaries, and family members via participation in a QI Committee. The QI Committee reviews data and trends related to cultural and linguistic competence standards, responsiveness of the 24-hour toll-free telephone line, beneficiary satisfaction with mental health services, and other information.
Special Term and Condition #4 requires both DHCS and County MHPs to publish the QM/QI Work Plans on their respective websites to identify the County MHP's goals for quality improvement.
