Housing and Homelessness Committee

The purpose of the Housing and Homelessness Committee (HHC) is to actively engage with stakeholder organizations to influence policy and ensure access to programs by homeless individuals who are served by the public behavioral health system. This committee will advocate on legislation practices and regulatory matters related to the housing crisis in California and funding and programs to serve persons who have mental illness and are homeless. HHC will monitor, review, evaluate and recommend improvements in the delivery of housing services and addressing the state’s homeless population. By highlighting and recognizing outstanding service delivery programs, it is hoped that effective programs can be duplicated and shared throughout the State of California. The HHC will support incorporation of cultural and linguistic competence in all programs, review fiscal impacts on service delivery and other issues that may require attention as they occur.

Adult Residential Facility Project
The Legislation Committee and Housing and Homelessness Committee are partnering on the Adult Residential Facility Project. This project is an effort to address the barriers to, and the need for, increasing access to appropriately staffed and maintained Adult Residential Facilities (ARFs) in California for adults (including older adults) with mental illness, as outlined in the
Adult Residential Facilities (ARFs) issue paper.
HHC White Paper- The Crisis of Housing and Homelessness: Effective Programs to Bridge the Gap from Homelessness to Housing
The California Behavioral Health Planning Council's Housing and Homelessness Committee (HHC) has taken a vested interest in successful housing-related services throughout the state that bridge the gap from homelessness to housing for persons with serious mental illness. The housing resources and services described in the
May 2020 HCC White Paper are not meant to be an exhaustive list, but rather highlight some examples of services available to prepare persons experiencing homelessness for successful transitions to housing.
