The Community Support Branch (CSB) conducts the approval and certification, and ongoing oversight and monitoring of adult and children's residential mental health programs including Short-Term Residential Therapeutic Programs (STRTP), Special Treatment Programs (STP), Social Rehabilitation Programs (SRP), Children's Crisis Residential Program (CCRP), and Community Treatment Facilities (CTF).

CSB administers various Medication Assisted Treatment (MAT) expansion projects including the Naloxone Distribution Project. In addition, CSB oversees and administers the State's use and expenditure of opioid settlement funds, including funds received by California's counties, cities and other eligible subdivisions from various opioid settlements.

CSB  oversees Mental Health Services Act (MHSA) mental health programs and services for children, transition age youth, adults, older adults and families, providing oversight of prevention, early intervention, and service needs as well as funding for infrastructure, technology, and training for the community mental health system. CSB is comprised of three Sections:​
