Third-Party Monitor (TPM)
The Department of Health Care Services (DHCS) is releasing this Request for Information (RFI) #22-004 to provide information and solicit input from Interested Parties.
DHCS is requesting information from an experienced Third-Party Monitoring vendor (Vendor) on providing independent monitoring of Medi-Cal Rx contractor activities pursuant to an existing Conflict Avoidance Plan (CAP). The CAP addresses organizational and individual conflicts of interest, including possible antitrust concerns presented by the acquisition of Magellan Medicaid Administration, Inc. (MMA), the Medi-Cal Rx contractor, and its subsidiaries, by Centene Corporation (Centene). DHCS also seeks information on how Vendor would assist DHCS in developing a new CAP if the current Medi-Cal Rx contractor, MMA, is acquired by another entity, Prime Therapeutics, LLC, who may also have organizational and individual conflicts of interest that require monitoring.
This RFI is issued for information and planning purposes only and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the State to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. DHCS asks willing Respondents to share nonbinding budgetary pricing information for each identified solution where requested. Pricing is only for planning purposes. Any pricing provided in a response to this RFI will not be considered an offer on the part of a Respondent.

IMPORTANT: This RFI has been officially released to the California State Contracts Register (CSCR) using the Cal eProcure/Fi$Cal website. Please use the instructions provided below to navigate to, and download, the RFI. All subsequent document releases for this RFI will also be made to the Cal eProcure/Fi$Cal website. As noted on the CD home page, it is highly recommended that all vendors wishing to contract with the State of California complete registration for the Cal eProcure/Fi$Cal system as it is the official location for RFP/IFB releases. Registration will also allow vendors to receive automatic notifications when contracting opportunities are posted for business categories of their choosing. If selected as a contractor, this system will be used for payments covered by the contract.
