Contingency Management Incentive Manager​ 

The California Department of Health Care Services (DHCS) is releasing this Request For Proposal (RFP) #22-20180 on behalf of the DHCS Behavioral Health Division.

The purpose of this RFP is to solicit proposals from firms that are able to support the implementation of DHCS' Contingency Management pilot. This RFP soli​cits proposals for Incentive Manager services to manage the electronic tracking and distribution of incentives to Medi-Cal beneficiaries who parti​cipate in the Contingency Management pilot.

DHCS intends for the selected proposer to provide a centralized, electronic mechanism for calculating incentive amounts based on urine drug screen results and a pre-determined algorithm, disbursing incentives to program participants, tracking incentive payment dates and amounts over time in accordance with DHCS protocols, and providing beneficiary, payment, and programmatic data to DHCS.

At the discretion of DHCS, a single contract will be awarded to the most responsive and responsible firm earning the highest score. This RFP will be open to all eligible firms and/or individuals who meet the qualification requirements, i​ncluding commercial businesses, non-profit organizations, State or public universities (including auxiliary organizations) and other entities. The contract, and procurement for Contingency Management Incentive Manager services, is exempt from the Public Contract Code (PCC) per Welfare and Institutions Code (WIC) 14184.102(e).​

​The Contracts Division announces the release of Request for Proposal 22-20180

​IMPORTANT:  This RFP has been officially released to the California State Contracts Register (CSCR) using the Cal eProcure/Fi$Cal website. Please use the instructions provided below to navigate to, and download, the RFP. All subsequent document releases for this RFP will also be made to the Cal eProcure/Fi$Cal website. As noted on the CD home page, it is highly recommended that all vendors wishing to contract with the State​ of California complete registration for the Cal eProcure/Fi$Cal system as it is the official location for RFP/IFB releases. Registration will also allow vendors to receive automatic notifications when contracting opportunities are posted for business categories of their choosing. If selected as a contractor, this system will be used for payments covered by the contract.
