The Department of Health Care Services (DHCS) is releasing this Request for Information (RFI) #22-011 to gather information and solicit input from Interested Parties with regard to Contractor services to provide business solutions analysis and data engineering to support data quality analysis and monitoring for encounter data improvement.

Federal law, section 4753 of the Balanced Budget A​ct of 1997 (Public Law 105-33), requires DHCS to provide data to the Federal Centers for Medicare and Medicaid Services (CMS) in the format prescribed for the Medicaid Statistical Information System (MSIS), which is now described as Transformed MSIS (T-MSIS). The Medicaid and Children's Health Insurance Program (CHIP) Managed Care final rule CMS-2328 puts additional focus on the T-MSIS reporting in 42 CFR §438.242 (health information systems) and §438.818 (enrollee encounter data). As part of the rule, there are financial consequences for Federal Financial Participation if data does not meet the CMS requirements. Data provided through T-MSIS will be utilized by CMS to evaluate contracted managed care plans compliance with data reporting requirements established under final rule CMS-2328.

High quality encounter data is critical for monitoring and oversight of the work streams in the California Advancing and Innovating Med​i-Cal initiative (CalAIM). As such, improved analysis and reporting of data quality to be consistent with T-MSIS requirements that can be analyzed and reported at plan and provider levels is important to drive improvements.

This RFI is issued for​​ information and planning purposes only and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the State to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI.  DHCS asks willing Respondents to share nonbinding budgetary pricing information for each identified solution where requested. Pricing is only for planning purposes. Any pricing provided in a response to this RFI will not be considered an offer on the part of a Respondent.

Please use the instructions provided below to navigate to, and download, the RFI. All subsequent document releases for this RFI will also be made to the Cal eProcure/Fi$Cal website. As noted on the CD home page, it is highly recommended that all vendors wishing to contract with the State of California complete registration for the Cal eProcure/Fi$Cal system as it is the official location for RFP/IFB releases. Registration will also allow vendors to receive automatic notifications when contracting opportunities are posted for business categories of their choosing. If selected as a contractor, this system will be used for payments covered by the contract.
