Medi-Cal Managed Care Plans (MCP) Oversight Consultant​

​​The Department of Health Care Services (DHCS) is releasing this Request for Information (RFI) #22-020 to provide information and solicit input from Interested Parties. DHCS is requesting information which will provide information to DHCS to develop a contract to conduct a gap assessment and develop recommendations and post-implementation support to advance monitoring and oversight of its Medi-Cal managed care health plans.

DHCS contracts with Medi-Cal managed care plans (MCP) for the provision of health care services. By January 1, 2024, approximately 99 percent of all enrolled Medi-Cal beneficiaries will be receiving their health care through MCPs. 

To achieve improvements in quality of and access to care and increase MCP accountability, DHCS has restructured and overhauled the MCP contract effective January 1, 2024 across all plan model types statewide. The updated standard contract demonstrates a major shift in DHCS' expectations for the MCPs and will be a primary vehicle by which the Department will ensure quality, transparency, and accountability in the managed care program. Under the 2024 MCP contract, DHCS is imposing significant new requirements and expectations of the MCPs. In turn, the new requirements necessitate DHCS to evaluate our current internal compliance programs and oversight capacity in order to establish a robust compliance program that proactively monitors not only our direct contract with MCPs, but their subcontractors, downstream subcontractors, and network providers.

This RFI is issued for information and planning purposes only and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the State to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI.  DHCS asks willing Respondents to share nonbinding budgetary pricing information for each identified solution where requested. Pricing is only for planning purposes. Any pricing provided in a response to this RFI will not be considered an offer on the part of a Respondent.
