Uncompensated Care Reports

As required by the Special Terms and Conditions (STCs) items 178-180 of California’s 1115 Waiver Renewal, Medi-Cal 2020 (11-W-00193/9), the Department of Health Care Services (DHCS) on behalf of Blue Shield of California Foundation, contracted with Navigant to produce the first of two reports which review the uncompensated care in California. The first report was due to the Centers for Medicare and Medicaid (CMS) on May 15, 2016, and it focused on the level of uncompensated care at the 21 Designated Public Hospitals in California. The objective of the first report was to support the determination of the appropriate level of Uncompensated Care Pool funding in years two through five of the demonstration for the Global Payment Program (GPP).

 
The Second Uncompensated Care Report, as detailed in the STCs, focuses on uncompensated care, provider payments, and financing across all hospital providers that serve Medi-Cal beneficiaries and the uninsured, incorporating the information contained in the first report. The second report was due to CMS on June 1, 2017.

On behalf of Blue Shield of California Foundation, Navigant hosted a webinar on June 10, 2016 from 1:00-2:00pm that reviewed the first Uncompensated Care Report and provided an overview of the key findings.
