About the Subacute Contracting Unit
Established on July 1, 1983 by the Department of Health Care Services (DHCS), the Subacute Contracting Unit makes provisions to patients in facilities who meet subacute care criteria as defined in Welfare and Institutions Code, section 14132.25. Specific reimbursement rates have been developed for providers of subacute care who have been licensed and certified by the DHCS’ Licensing and Certification program.
What is Subacute Level of Care?
- Subacute patients are medically fragile and require special services, such as inhalation therapy, tracheotomy care, intravenous tube feeding, and complex wound management care.
- Adult subacute care is a level of care that is defined as comprehensive inpatient care designed for someone who has an acute illness, injury or exacerbation of a disease process.
- Pediatric subacute care is a level of care needed by a person less than 21 years of age who uses a medical technology that compensates for the loss of a vital bodily function.

- Staffing Hour Reporting Requirements for Monthly Subacute Staffing Reports (MSSRs):
To align with the CMS definition of a workday, effective March 1, 2018, Medi-Cal Subacute Contracting Unit Providers shall report staffing hours based on a calendar day, from midnight to midnight.
