​​1​115 Waiver Behavioral Health Services Needs and Service Plan Assessment Archive

The Department of Health Care Services (DHCS) was pleased to release the Final 1115 Waiver Behavioral Health Services Needs Assessment (Needs Assessment).  We separated the Needs Assessment into two documents: 1) Needs Assessment, and 2) Data Appendices, to make it easier for the reader to follow along with the data tables while reading the narrative.  The Needs Assessment has identified a number of needs and gaps in the California mental health and substance use services system, as well as many strengths and building blocks for improvements.  Regarding the Service Plan, we have added key documents to this link for your review.​

DHCS looks forward to developing the Service System Plan that is required to be submitted to the Centers for Medicare and Medicaid Services by October 1, 2013, pursuant to the Special Terms and Conditions (STCs) of the 1115 "Bridge to Reform"​ Waiver.  Pursuant to the STCs, the focus of the Service Plan will be on the Medi-Cal program, with emphasis on mental health and substance use services for the expansion population.  A preliminary work plan for this process is already posted on our website.  

DHCS would like to thank the California Endowment and the Substance Use and Mental Health Services Administration for the funding of the Needs Assessment.  We would also like to thank the numerous consumers, family members, providers, advocates, and associations for their time and input into this process.  Our vendor, Technical Assistance Collaborative, Inc. and Human Services Research Institute, could not have learned what they did in so short a time without the assistance and input of all these individuals.
