Updated Go-Live Dates for Major DHCS Program Initiatives

From California Advancing and Innovating Medi-Cal (CalAIM) to transforming the state's behavioral health programs, DHCS' initiatives preserve and improve the overall health and well-being of all Californians. The links below reflect our major program initiatives and anticipated go-live dates, pending readiness and federal approvals. This information was last updated on July 1, 2022, and will be updated as necessary.

CalAIM: DHCS Proposes Delaying Carve-In of Two Services into Medi-Cal Managed Care

On February 1, the Department of Finance (DOF) posted trailer bill language from DHCS proposing to delay the implementation of the carve-in of intermediate care facility for the developmentally disabled (ICF/DD), and adult and pediatric subacute care facility services from July 1, 2023, to January 1, 2024.Effective January 1, 2024, members receiving ICF/DD or subacute care facility services would be required to enroll in a Medi-Cal managed care plan (MCP), and DHCS will require MCPs to cover these services.

DHCS will continue to actively engage with stakeholders to inform operationalizing these policies, including the development of an All Plan Letter and related guidance to successfully transition ICF/DD and subacute care facility services under Medi-Cal managed care by January 1, 2024. Program Updates

New Children and Youth Behavioral Health Initiative (CYBHI) Report

A new report commissioned by the California Health & Human Services Agency's CYBHI was recently released, highlighting what children, youth, families, and community members want in a reimagined behavioral health ecosystem.

The report is a result of meetings with more than 600 individuals facilitated by 26 partner organizations. It provides 12 calls to action and a vision for transforming systems, reimagining services, and shifting thinking. For more information, please visit the CYBHI website.

Hearing Aid Coverage for Children Program (HACCP) New Provider Manual Section

HACCP has added a new provider manual section, entitled Hearing Aid Coverage for Children Program, to help providers better understand eligibility, allowable services, and criteria for medical necessity and Treatment Authorization Requests (TARs). HACCP extends state-only coverage of specific Medi-Cal hearing aid-related benefits to children and youth ages 0 to 20 who are ineligible for Medi-Cal and meet other eligibility criteria. Online Application Available in Additional Languages

Families using HACCP's Online Application Portal to apply for hearing aid coverage may now complete their application in Chinese or Korean, in addition to English and Spanish. Additional threshold language translations are coming soon. Families requiring language assistance, or other support to complete their application, may call HACCP at (833) 956-2878 (Multilingual, TTY/TTD, Video Relay Service) or email HACCP@maximus.com. Smile, California Campaign for Medi-Cal Dental Services

Oh February 1, the National Children's Dental Health Month (NCDHM) promotion launched. For NCDHM 2023, Smile, California is focusing on the importance of preventive dental care by inspiring Medi-Cal members to love their teeth and visit the dentist regularly during the month of February, with resources available on SmileCalifornia.org and SonrieCalifornia.org.

A Smile, California Smile Alert for the NCDHM promotion will be sent the week of February 6 to partners, providers, and stakeholders who are subscribed to receive the monthly e-newsletter. Sign up for Smile Alerts to stay informed about the Smile, California campaign, new resources, and updates.

Providing Access and Transforming Health (PATH) Updates

PATH Technical Assistance (TA) Marketplace Now Open

DHCS launched the PATH TA Marketplace, a one-stop-shop website where providers, community-based organizations, Medi-Cal Tribal and Designees of Indian Health Programs, counties, and other eligible organizations that are ramping up to provide the Enhanced Care Management (ECM) and Community Supports (CS) Medi-Cal benefits can access resources from curated and approved vendors. These resources will help partners further our shared vision of CalAIM, a long-term commitment to innovate and improve Medi-Cal.

DHCS invites eligible TA recipients to browse the TA Marketplace today and learn how these services can strengthen their capacity to implement ECM and CS. TA Marketplace services will be available beginning on February 27, 2023, learn more at the PATH website.

Funding Expanded for CalAIM Infrastructure Initiative

On January 31, DHCS announced awards for the first round of PATH Capacity and Infrastructure Transition, Expansion, and Development (CITED) funding to support ECM and CS services. DHCS increased the original funding amount for Round 1 due to the high interest and quality of applications. Round 1A was awarded this week, with an announcement that additional funding, Round 1B, to be awarded in March 2023. Both Round 1A and Round 1B awardees will be selected from the Round 1 applicant pool.

PATH Justice-Involved (JI) Round 2 Application Reopens

On January 30, DHCS reopened the PATH JI Round 2 application window, which closes on March 31. Round 2 funding supports correctional agencies, institutions, and other JI stakeholders as they implement pre-release Medi-Cal enrollment and suspension processes. Upcoming Stakeholder Meetings and Webinars

Whole Person Care (WPC) Evaluation and Public Webinar

On February 8, from 12 to 1 p.m., UCLA will release the final evaluation of the WPC pilot project and host a webinar (advanced registration required) to present selected findings from the final WPC evaluation report. The evaluation findings describe a major and expansive effort in California to address the needs of the most vulnerable Medi-Cal members who were high utilizers of services. The presentation will outline changes, as well as challenges faced by the 25 participating pilots. Additionally, Susan Philip, Deputy Director of DHCS' Health Care Delivery Systems, will discuss the relevance of the findings for CalAIM, and share next steps in caring for high-need, high-cost Medi-Cal members.

In 2016, California launched the WPC pilot project to integrate medical, behavioral health, and social services for a vulnerable group of Medi-Cal members identified as high users of multiple systems and who continue to have poor health outcomes. The UCLA Center for Health Policy Research's Health Economics and Evaluation Research Program was chosen to conduct the statewide evaluation of the WPC pilot project, which ended in 2021.

CalAIM Population Health Management (PHM) Advisory Group

On February 8, from 1:30 to 3 p.m. DHCS will virtually host the next PHM Advisory Group meeting (advanced registration required). This meeting will focus on facilitating PHM Advisory Group members' feedback on DHCS' draft monitoring approach for managed care plans' implementation of the PHM Program. Stakeholders are encouraged to submit additional questions in advance of the webinar to CalAIM@dhcs.ca.gov. Meeting information and materials will be available on the CalAIM PHM webpage.

Provider Enrollment Provider Bulletin Stakeholder Meetings

On February 9, DHCS will hold two public stakeholder meetings via webinar to discuss regulatory provider bulletins. “Requirements and Procedures for the Medi-Cal Enrollment of Providers Offering Services Remotely or Indirectly from their Business Address" will be held from 10 to 11:30 a.m. “Discontinuation of COVID-19 Emergency Fee-for-Service Medi-Cal Enrollment" will be held from 1:30 to 3 p.m. Stakeholders will have the opportunity to submit questions and suggestions during the hearing; written comments will be accepted on the day of the hearings until 5 p.m. Based on the public comments received, DHCS will publish the final bulletins on the Medi-Cal and DHCS websites. The changes will become effective 30 days after publication.

PATH JI Initiative Round 2 Funding Informational Webinar and Virtual Office Hours

On February 9, from 1 to 2:30 p.m., DHCS will hold an informational webinar (advanced registration required) to provide application support for interested entities ahead of the March 31 application deadline for the PATH JI initiative round 2 funding. Virtual office hours (advanced registration required) will also be hosted on February 16, from 12 to 1 p.m., to provide additional application support. CYBHI Fee Schedule Workgroup Session 3 

On February 15, from 3 to 4:30 p.m., DHCS, in collaboration with the Department of Managed Health Care (DMHC), will virtually host the third public CYBHI Fee Schedule workgroup meeting (advance registration required) to inform the development of the statewide all-payer fee schedule for school-based behavioral health services under the CYBHI. DHCS and DMHC will engage workgroup members on a variety of policy and operational topics to inform the development and refinement of the program design.

Stakeholder Advisory Committee (SAC) and Behavioral Health Stakeholder Advisory Committee (BH-SAC) Meeting

On February 16, from 9:30 a.m. to 3:30 p.m., DHCS will host the next SAC and BH-SAC hybrid meeting (advance registration required). It will open as a joint meeting, with topics shared by SAC and BH-SAC. A BH-SAC-only meeting will be held after the joint meeting; there is no SAC-only meeting.
