​​​Submit Written Comments on Proposed Regulations

The public has an opportunity to participate in the rulemaking process by submitting written comments on proposed regulations to the Department's Office of Regulations.

When to Submit Written Comments

The Department invites the public to submit written comments regarding proposed regulations during the announced public comment period. The public comment period is announced in the Notice of Proposed Rulemaking that is published in the California Regulatory Notice Register (Not DHCS).

What to Include with the Written Comments

To assist the Department with tracking and responding to your written comments, please provide the following information:

  1. Contact Information
    Name
    Company Name (If applicable)
    Street Address
    City, State, Zip Code, Country
    E-mail address
    Your contact information is needed so that you can be provided with a copy of any modifications to the proposed regulation text.
  2. Regulation Tracking Number and Subject Title of the Proposed Regulation
    For example, DHCS-11-011-Sign Language Interpreter Services 

Comments Specific to the Proposed Regulations
Written comments that point out specific concerns regarding a proposed regulation can be addressed by the Department. The most useful comments are those that identify the regulation section, discuss the issue, suggest changes to the proposed regulation text and explain why these changes address the issue. Unfortunately, the Department cannot effectively respond to comments that are too general or are not directed at the specific regulatory language being proposed.

NOTE: All the information submitted with your written comments on the proposed regulations becomes public information. Please do not include any confidential information (e.g. Social Security Number), protected health information (e.g. health plan identification number), or other personal information in your comments.

Where to Send the Written Comments

Written comments may be submitted to the Department by:

  • E-mail to regulations@dhcs.ca.gov
    In the subject line of the email please type in the regulation tracking number and subject title of the proposed regulation to which the comments apply (e.g. DHCS-28-02 - Sign Language Interpreter Services). Comments typed in a Word document or PDF format may be included as an email attachment.

  • Attending a Public Hearing
    The public is invited to attend a public hearing regarding the proposed regulation, if one is scheduled, at the time and place announced
    in the Notice of Proposed Rulemaking that is published in the ​ California Regulatory Notice Register (Not DHCS). The public is welcome to present oral comments and/or submit written comments during the public hearing. The Department shall consider all comments received regarding the proposal equally, whether submitted in writing or through oral testimony. 

How the Department Addresses Public Comments

The Department is required to consider and address all comments received during the public comment period and from the public hearing,
if a hearing is held. The comments received from the public are reviewed, summarized and responded to by the Department in its Final Statement of Reasons. The Final Statement of Reasons and Adopted Regulation Text will be posted on this website when completed. Direct responses to individual commenters are not prepared.
