These proposed State Plan Amendments (SPAs) would change statewide methods and standards for Medicaid payment rates. All of these SPAs require a Public Notice prior to submission to CMS. All 2020 Public Notice announcements will be published on this webpage when they are available.   • 20-0001 Public Notice Proposes to implement the Regional Model in Drug Medi-Cal Services. (Released January 10, 2020)

  • 20-0003 Public Notice and SPA Proposes to seek federal authority to adjust certain Medi-Cal Fee-For-Service (FFS) reimbursement rates for clinical laboratory services. (Released December 13, 2019)

  • 20-0004 Public Notice and SPA Proposes to adjust Medi-Cal FFS reimbursement rates for radiology services. (Released December 31, 2019)

  • 20-0005 Public Notice and SPA Proposes to adjust the Medi-Cal FFS reimbursement rates for Durable Medical Equipment. (Released December 31, 2019)

  • 20-0006 Public Notice Proposes to update Substance Use Disorder Treatment Services for Medi-Cal beneficiaries. (Released June 12, 2020)

    • June 26, 2020 update: The Senate Bill (SB) number cited in the notice is incorrect - it should be SB 1287.

  • 20-0007 Public Notice Proposes to clarify the supplemental payment for Non-Emergency Medical Transportation. (Released December 31, 2019)

  • 20-0009 Public Notice Proposes to continue the ​​​Ground Emergency Medical Transportation (GEMT) time-limited Quality Assurance Fee (QAF) program and the reimbursement add-on provided for Medi-Cal emergency medical transports for the service period of July 1, 2020 through June 30, 2021.   • 20-0021 Public Notice Proposes to renew the Quality and Accountability Supplemental Payment (QASP) Program and to revise the quality measures for the QASP methodology, effective August 1, 2020 through December 31, 2021. (Released July 28, 2020)

  • 20-0023 Public Notice Proposes to renew and modify the reimbursement methodology for Skilled Nursing Facility Level-B (NF-B) and Freestanding Subacute (FSSA) facilities, effective August 1, 2020 through December 31, 2021. (Released July 28, 2020)

  • 20-0024 Public Notice Proposes to establish Medi-Cal FFS reimbursement rates for the 2019-Novel Coronavirus (COVID-19) diagnostic testing. (Released March 13, 2020)

  • 20-0032 Public Notice Proposes to amend the California Medicaid 1915(i) State Plan for the Developmentally Disabled to add a new service and provider type for services for the developmentally disabled. (Released June 30, 2020​)

  • 20-0035 and 20-0036 Public Notice and SPA Proposes to allow physician assistants, nurse practitioners, and clinical nurse specialists, in addition to physicians, to order home health services, including durable medical equipment and medical supplies. (Released September 1, 2020)

  • 20-0039 Public Notice and SPA Proposes to eliminate Medi-Cal $1 copayment for outpatient drugs and monthly six prescription limit. (Released October 26, 2020)

  • 20-0042 and 20-0043 Public Notice Proposes to provide supplemental payments to eligible hospitals in the Hospital Quality Assurance Fee Program up to the federal upper payment limit. (Released June 29, 2020)

  • 20-0044 Public Notice Proposes to authorize an Alternative Payment Methodology (APM) for any outpatient health program or facility operated by a tribe or tribal organization under the Indian Self Determination and Education Assistance Public Act (Public Law 93-638) that elects to enroll in Medi-Cal as a Tribal FQHC. (Released November 5, 2020)

    • 20-0044 Public Notice Addendum - Increase in estimate of annual aggregate Medi-Cal expenditures for services provided by Tribal facilities that convert to the Tribal FQHC provider type. (Released December 10, 2020)
