Pending State Plan Amendments

The following are links to State Plan Amendments (SPAs) that were submitted to the Centers for Medicare and Medicaid Services (CMS) for review and are currently pending approval. These SPAs have been submitted, but not yet approved. The final versions may be subject to significant change.

Pending SPAs

  • 18-002 Proposes to update physician services under the Alternative Benefit Plan (ABP) - Allergy Injections, Pulmonary Rehabilitation, services by Marriage and Family Therapists as a billable encounter in Federally Qualified Health Centers and Rural Health Clinics.

  • 18-003 Clarifies reimbursement policies for Federally Qualified Health Centers (FQHC) and Rural Health Clinics (RHC) and adds Marriage and Family Therapists as a new FQHC/RHC billable provider.

  • 18-007 ​Proposes updates to the Supplemental Payments for Ground Emergency Medical Transportation (GEMT) Services Program

  • 18-012​ Proposes to correct an inconsistency discovered with the language in the approved SPA 17-004 as compared to language in controlling state statute at Welfare & Institutions (W&I) Code section 14169.55(b)(6)

  • 18-0027 Proposes Updates to the description for cardiovascular and pulmonary rehabilitation in the Alternative Benefit Plan to clarify the frequency, scope, duration or amount of these services to align with recent Medi-Cal policy updates.

  • 18-0041 Proposes to add the DPP to the ABP.
