Approved CHIP State Plan Amendments
The Children's Health Insurance Program (CHIP) provides health coverage to eligible children, through both Medicaid Expansion and separate CHIP programs. CHIP is administered by states, according to federal requirements. The program is funded jointly by states and the federal government.
The following attachments are amendments to the California CHIP State Plan that were approved by the Centers for Medicare and Medicaid Services (CMS). Stakeholders can update their copies by following the links and instructions attached to the documents.
2022 Approved CHIP SPAs
- 22-0031 Provides 12 months of continuous postpartum coverage to individuals enrolled in its separate CHIP, pursuant to section 9822 of the American Rescue Plan Act of 2021 (ARP).
- 22-0033 Provides mandatory coverage for vaccines and treatment of COVID-19.
- 22-0035 Include provisions which can be implemented during future state or federally-declared disasters by notifying CMS of the effective dates of the provisions and areas impacted by the disaster.
22-0041 Reduces
premiums to zero dollars ($0) for its Separate CHIP programs including County
Children’s Health Initiative Program (CCHIP), Medi-Cal Access Program (MCAP),
and Medi-Cal Access Infant’s Program (MCAIP).
22-0068 Companion SPA to 22-0041, reduces premiums to zero dollars ($0) for its Separate CHIP programs including County Children’s Health Initiative Program (CCHIP), Medi-Cal Access Program (MCAP), and Medi-Cal Access Infant’s Program(MCAIP).
2021 Approved CHIP SPAs
- 21-0032 Establishes a Health Services Initiative (HSI) to provide comprehensive coverage during the 12-month postpartum period for women whose newborns had been covered as targeted low-income children from conception to birth.
2019 Approved CHIP SPAs
- 19-0036 Demonstrates DHCS' compliance with the Managed Care Final Rule as it pertains to CHIP.
2018 Approved CHIP SPAs
18-0028 Proposed to allow DHCS to add the Medi-Cal Access Program (MCAP) population to the Medi-Cal Managed Care (MMC) delivery system.
2017 Approved CHIP SPAs
- 17-0043 Allows DHCS to waive the monthly premiums and other cost-sharing, such as copays, and to implement temporary adjustments to enrollment, eligibility determination and/or redetermination policies, for specified populations during the months of October-December 2017, due to displacement and loss of property during the recovery from the wildfires in California.
- 20 Transition of Healthy Families Program from CHIP into the Medicaid program and deletes outdated eligibility information and incorporates references to formerly approved Modified Adjusted Gross Income (MAGI) SPAs throughout the CHIP state plan template as appropriate.
