August 19, 2016 DHCS released, a 30-day public review and comment period, the draft Fee-For-Service (FFS) Access Monitoring Review Plan.
The Centers for Medicare and Medicaid Services (CMS) issued a final rule related to access for covered services in FFS Medicaid programs. Under the final rule, states are required to design and develop an access monitoring plan, and establish procedures to monitor beneficiary access when proposing to reduce or restructure Medicaid FFS payments. The plans submitted to CMS are required to include both the state’s proposed methods for monitoring access to specified services as well as the baseline data and selected measures to be used to analyze access.
