Access Monitoring and Public Notice & Input

Submitted State Plan Amendments are available on our website.

August 19, 2016 DHCS released, a 30-day public review and comment period, the draft Fee-For-Service (FFS) Access Monitoring Review Plan.

The Centers for Medicare and Medicaid Services (CMS) issued a final rule related to access for covered services in FFS Medicaid programs. Under the final rule, states are required to design and develop an access monitoring plan, and establish procedures to monitor beneficiary access when proposing to reduce or restructure Medicaid FFS payments.  The plans submitted to CMS are required to include both the state’s proposed methods for monitoring access to specified services as well as the baseline data and selected measures to be used to analyze access.

The draft plan is available below under Access Monitoring.

Proposed Amendments

The Medicaid State Plan is based on the requirements set forth in Title XIX of the Social Security Act and is a comprehensive written document created by the State of California that describes the nature and scope of its Medicaid (Medi-Cal) program.  DHCS posts all proposed amendments to the State Plan related to changes in payment rates or methodologies in this section prior to effective date and will collect input from beneficiaries, providers and other stakeholders on the impact of the changes to beneficiary access.

Access Monitoring

In order to satisfy the requirements of CMS’ final rule on monitoring access to health care services in states’ FFS delivery systems, updated data and analysis pertaining to all access measures will be incorporated into DHCS’ FFS access monitoring review plan every three years, or more frequently as required under 42 CFR Part 447.
