Medi-Cal Behavioral Health - Oversight and Monitoring Division
Medi-Cal Behavioral Health – Oversight and Monitoring Division (MCBH-OMD) monitors and oversees county behavioral health plans to ensure compliance with state and federal requirements, regulations, and DHCS contract terms for the Specialty Mental Health Services (SMHS), Drug Medi-Cal (DMC), and Drug Medi-Cal Organized Delivery System (DMC-ODS) programs. MCBH-OMD additionally oversees quality and network adequacy of the SMHS and DMC-ODS programs.
County/Provider Operations and Monitoring Branch
The County/Provider Operations and Monitoring Branch (CPOMB) within the Medi-Cal Behavioral Health Oversight and Monitoring Division (MCBH-OMD) monitors and oversees county behavioral health programs to ensure compliance with state and federal requirements and regulations, and DHCS contract terms. County behavioral health programs are comprised of the following three delivery systems:
- Medi-Cal Specialty Mental Health Services (SMHS)
- Drug Medi-Cal Organized Delivery System (DMC-ODS)
- Drug Medi-Cal (DMC)
CPOMB's general activities include analyzing new program policies and requirements for implementation related to counties' operations, monitoring, and compliance. CPOMB also provides technical assistance and implements performance improvement activities. CPOMB consists of three sections:
County/Provider Operations and Implementation Section
The County/Provider Operations and Implementation Section is responsible for the analysis, development, and implementation of the California Advancing and Innovating Medi-Cal (CalAIM) initiatives and behavioral health policies for county behavioral health programs. Oversees, monitors, and provide guidance to questions related to Behavioral Health CalAIM.

County/Provider Compliance and Monitoring Support Section
The County/Provider Compliance and Monitoring Support Section is responsible for oversight, monitoring, and performance improvement activities for county behavioral health programs to comply with state and federal laws and regulations, and DHCS contract terms. Collects, tracks, analyzes, and approves Corrective Action Plans (CAPs) and evidence of compliance.
County/Provider Oversight and Operations Support Section
The County/Provider Oversight and Operations Support Section is responsible for providing technical assistance to county behavioral health programs to ensure compliance with state and federal laws and regulations, and DHCS contract terms. Collects, tracks, and validates reporting requirements submitted by the county behavioral health programs. Oversees, monitors, and provide guidance to questions related to behavioral health services.
